Региональные аспекты управления рисками проектного финансирования

Abstract
В статье выполнен обзор основных научных публикаций, посвященных проблеме проектного финансирования, выделены особенности проектного финансирования как инструмента осуществления инвестиций, проанализирована нормативная база, отраслевая и региональная структура инвестиций, выделены тенденции проектного финансирования, общие для регионов современной России. На основе экспертного опроса определены и классифицированы риски проектного финансирования, актуальные для Калининградского региона. Предложены стратегии поведения субъектов инвестиционной деятельности в контексте адаптации к ключевым рискам. В статье использован инструментарий стратегического анализа - "Диаграмма Исикавы", "Карта рисков". Результаты экспертного опроса проверены на степень согласованности статистически - путем расчета коэффициента конкордации.
