Анализ организационно-экономических проблем эффективного функционирования сферы обращения с отходами в курортном муниципалитете (на примере Зеленоградского района Калининградской области)

В статье представлен комплексный анализ системы обращения с твёрдыми коммунальными отходами в Зеленоградском муниципальном округе Калининградской области — курорте федерального значения, граничащем с объектом ЮНЕСКО "Куршская коса". Цель исследования заключается в выявлении ключевых организационно-экономических барьеров функционирования отрасли и разработке научно обоснованных мер модернизации инфраструктуры с учётом выраженной сезонности туристических потоков и специфики морфологического состава отходов. На основе анализа статистических данных, нормативной базы и логистических схем установлено, что, несмотря на полный переход на контейнерный сбор и ввод сортировочного комплекса, система сталкивается с критическими дисбалансами.
Выявлены следующие проблемы: отсутствие адаптации графиков вывоза к полуторакратному росту нагрузки в летний период, острый дефицит площадок раздельного накопления, неконтролируемое использование муниципальных контейнеров коммерческими предприятиями и отсутствие верифицированной статистики по фактическому объёму вывоза. Особую санитарно-экологическую угрозу формируют неорганизованные потоки биологических отходов предприятий АПК и общепита. В качестве научно обоснованного решения предложено внедрение цифровых платформ маршрутизации, масштабирование инфраструктуры РСО, создание муниципальных компостных мощностей и утверждение специализированного механизма обращения с органическими фракциями. Реализация данных мер обеспечит переход к устойчивой циркулярной модели, гарантирующей экологическую безопасность, снижение эксплуатационных затрат и полное соответствие курортному статусу территории.
