Abstract
В статье анализируется значимость государственных программ как инструмента стратегического и бюджетного планирования в Российской Федерации, с акцентом на их роль в достижении долгосрочных социально-экономических целей. Особое внимание уделяется процессу разработки, утверждения и реализации государственных программ в Калининградской области, включая анализ их количества, структуры и эффективности в определенный период. Рассматривается влияние внешнеэкономических факторов на формирование региональных программ, их адаптация к изменяющимся условиям социально-экономического развития и степень соответствия приоритетным направлениям стратегического планирования региона.
