Кластер как инструмент разработки и реализации отраслевой экономической политики на региональном уровне

Abstract
В статье рассматриваются возможности использования кластера для формирования и реализации отраслевой экономической политики на региональном уровне. Исследуются особенности как формально оформленного кластера де-юре: судостроения и судоремонта, так и сложившегося в Калининградской области де-факто, но не оформленного рыбохозяйственного кластера. Анализируются особенности целеполагания регионального измерения отраслевой экономической политики. Обобщаются аспекты отраслевой региональной экономической политики, кластерной политики и их взаимосвязи.
На примере экономической политики рыбохозяйственного комплекса и его секторов в сферах судостроения, а также рыбодобычи и рыбопереработки показана высокая эффективность кластерных образований для формирования и реализации региональной проекции отраслевой экономической политики. Доказано, что основные возможности кластерных структур состоят в обобщении проблем и требований региональных предприятий и иных заинтересованных организаций и формировании консолидированной позиции и доведении до лиц, принимающих решения. по множеству каналов. Скорость реакции кластера на вновь возникающие вызовы позволяет оперативно формировать предложения по корректировке элементов отраслевой экономической политики, что повышает устойчивость, в рассматриваемом случае, регионального рыбохозяйственного комплекса.
