На материалах исследования трудового потенциала рыбохозяйственного комплекса России выделены два принципиальных фактора его стратегии развития: структурная сложность отрасли и трудовой потенциал ее  работников.  Важным аспектом этого подхода является ценностное целеполагание. На основе экспертной оценки выявлен характер и проблемы экономических отношений между основными подсистемами отрасли. Эмпирической базой оценки трудового потенциала послужили результаты обследования работников рыбохозяйственного комплекса (N-1005). Представленные результаты позволяют включить в практику управления оценку трудового потенциала как многообразного и сложного отраслевого объекта. Уровень согласованности экономических отношений участников и трудовой потенциал отрасли оказывают существенное влияние на возможность реализации стратегии её развития.</p></abstract><trans-abstract xml:lang="en"><p>. The article examines the mutual influence of the properties of labor potential and the structural complexity of the sectoral economy. Based on the materials of the study of the labor potential of the Russian fisheries complex, two fundamental factors of its development strategy are identified: the structural complexity of the industry and the labor potential of its employees. An important aspect of this approach is value-based goal setting. Based on the expert assessment, the nature and problems of economic relations between the main subsystems of the industry have been identified. The empirical basis for assessing the labor potential was the results of a survey of employees of the fisheries complex (N-1005).The presented results make it possible to include the assessment of labor potential as a diverse and complex industry object in the practice of management.
